Born and raised in the foothills of the Appalachian Mountains in rural southern Ohio, Bullock, son of a country doctor, developed an early and enduring adherence to hard work. Shoveling snow in winter, mowing lawns in summer, jobs before school and on weekends, sawmills and highway construction in the summers, and a top high school athlete, Bullock was instilled with a work ethic and reliance on teamwork that remained with him throughout his life.

After graduating with a Bachelor of Arts degree from Ohio University, Bullock completed the Officer Candidate School in Quantico, Virginia, then served two tours in Viet Nam as a U.S. Marine Corp Infantry Officer in the late 1960s and early 70s, achieving the rank of Captain. Subsequent to his Marine Corps duty, Bullock worked for a short time as the Director of Training for Wells Fargo Bank's Retail Group in San Francisco, responsible for training 8,000 employees and managing a staff of 120 personnel throughout California.

Concurrently obtaining his MBA in real estate through night classes at San Francisco’s Golden Gate University, Bullock soon departed Wells Fargo and joined Coldwell Banker, where he was named Rookie of the Year, and soon thereafter, Grubb & Ellis, where he quickly became Marin County's top-producing Grubb & Ellis agent.

In 1991, with then-Merrill Lynch heavyweight Olivia Decker, Decker Bullock Realty was founded. The nascent company focused exclusively on the ultra-high-end residential market. In 2007, with one office and 30 agents, Decker Bullock affiliated with Sotheby's International Realty, just prior to the 2008 financial crisis.

In 2009, recognizing depressed-market opportunities, Bullock began recruiting executive leadership and acquiring ultra-prime office space, as the company's agent base grew to 180 agents and seven Marin County offices. In 2015, Bullock began a major growth initiative, resulting in the consolidation of the Bay Area's five largest Sotheby's International Realty Affiliates, along with a number of Bay Area independent brokerages, under the newly adopted name of Golden Gate Sotheby's International Realty (GGSIR).

Now, the 5th largest Sotheby’s International Realty Affiliate, GGSIR recorded over $5.1 billion in 2019 sales, 4,139 closed 2019 transaction-sides, has 535 active agents and 73 staff and managerial personnel, in 25 office locations throughout seven San Francisco Bay Area counties.
